Is speaking in tongues biblical?

Is speaking in tongues biblical? One of the gifts of the Spirit is tongues. But, it is not an indication of the Holy Spirit's infilling, but the fruits of the Spirit are described as knowing the presence of the Spirit.

Caller:  I just wondered what you thought of the in filling of the Holy Spirit with the evidence of speaking in tongues?  So many people disagree.  What do you think?  What does the Bible say?

Pastor Doug:  Well first of all, I believe whatever the Bible says.  One of the gifts of the Spirit is the gift of tongues.  When I first came to the Lord, I worshiped with a body of believers that interpreted that proof of the Holy Spirit was evidenced in speaking in tongues – the ecstatic utterance.

The more I studied into this Robin, I became convinced that that may have been a misapplication.  I find that the proof of the filling of the Spirit is not the gifts of the Spirit.  Jesus said you’ll know them by the fruits of the Spirit and the fruits are different than the gifts…

Caller:  Right.

Pastor Doug:  …fruits of the Spirit being love, joy, peace, so forth.  And so to say that a person proves they have the Holy Spirit or the evidence of the Holy Spirit is tongues, I don’t find that, because there are only three examples in the book of Acts of people speaking in tongues, and many examples in the Bible of people being filled with the Holy Spirit.
